Welcome to the NCUA Office of Ethics Counsel (OEC) open government website. OEC is responsible for administering the NCUA’s ethics and anti-harassment programs for NCUA employees.
The complete text of the Standards of Conduct for Employees of the Executive Branch and the NCUA's supplemental ethics regulations can be found at 5 C.F.R. Part 2635 and 5 C.F.R. Part 9601. The Office of Government Ethics’ website contains Executive Order 12731, which sets forth the Principles of Ethical Conduct for Government Officials and Employees. Consistent with the laws prohibiting harassment in the workplace, and pursuant to guidance issued by the Equal Employment Opportunity Commission, the NCUA has placed its internal anti-harassment program in the OEC. This program is designed to eliminate harassment at the earliest possible point in time and is available to NCUA employees in addition to the equal employment process or any available grievance process.
Allegations regarding violations of criminal conflicts of interest laws, harassment of a credit union employee or vendor by an NCUA employee, contractor whistleblower reprisal, and fraud related to NCUA programs, operations, or assets should be reported to the NCUA Office of the Inspector General (OIG). Public Financial Disclosure
NCUA Board Members file public financial disclosure reports (OGE Form 278e and OGE Form 278T). Each Board Member’s financial disclosures are publicly available on the U.S. Office of Government Ethics website. Public financial disclosure reports of NCUA senior officials will only be released after submission of a completed OGE Form 201.
Biden Administration Ethics Pledge Waivers
This page contains all ethics pledges waivers issued by the NCUA Designated Agency Ethics Official (DAEO) to appointees of the Biden Administration. Such waivers are issued by the DAEO in accordance with E.O. 13989, Ethics Commitments by Executive Branch Personnel, and OGE Legal Advisory LA-21-04, Waiver Authority and Making Waivers Public under Section 3 of Executive Order 13989, “Ethics Commitments by Executive Branch Personnel.”
